Sherman Lea, Jr.
Board Chair Public Representative
Board Position: Board Chair Term: Indefinite Sherman Lea, Jr. grew up in the Roanoke Valley, where he attended William Fleming High School. He is a graduate of the University of Virginia’s College at Wise, where he received his Bachelor of Arts in Sociology, and Hollins University, where he received his Masters. Sherman has an established career in human services ranging from criminal justice to mental health services. He began his career with the Virginia Department of Corrections as a prison counselor and later transitioned to an Adult Probation and Parole Officer serving the Roanoke Valley community. Mr. Lea saw a correlation between criminal activity and individuals’ abilities to manage their mental illness symptoms. As a result he focused his efforts on prevention and stabilization and went on to become the owner and Executive Director of New Hope Support Services, LLC (NHSS). NHSS is a human services organization that provides community-based mental health supports and has offices throughout Southwest, Southside and Central Virginia. NHSS has close to 100 employees and has helped over 1000 people since the company began in 2008. Giving back to the community is a priority for Lea, Jr. he speaks on social issues and is active board member on numerous not-for-profit organizations including National Association of Black in Criminal Justice Board Member; Founding Board Member of Urban Professional League (Roanoke); Board Member for the Roanoke City School Foundation and the Salvation Army Board of Directors; and Omega Psi Phi Fraternity Incorporated. Awards: 2015 NAACP Roanoke Chapter Business Award 2013 National Association of Blacks in Criminal Justice Medgar Evers Award 2013 SCLC Drum Major for Justice Award In the wake of events in Ferguson and Baltimore there was a need for dialog between our youth and police. The Lea Youth Outdoor Basketball League was established to have police serve as coaches and referees in the league to build positive relationships with our inner city youth. Over 200 kids participated in the league and it was a huge help in bridging the gap that exist with youth and law enforcement. |

Term: Indefinite Stephen A. Musselwhite is married to Billie Sue. They have 3 children and 7 grandchildren. Stephen is the President of Musselwhite & Associates, Inc. He is the Chair of Jefferson College of Health Sciences and also the President of Jefferson College Foundation, Inc. Stephen serves as Chair for Roanoke Counts Economic Development Authorities. He is also the State Chair for Kairos Prison Ministry. Stephen is the Past President for the Local Office On Aging. He is also the President for Regency Towers HOA. Stephen is a Board Member for Foundation for Roanoke Valley and also the Vice President for Foundation for Downtown Roanoke, Inc. Stephen is the Past Chair for Total Action for Progress. |

Daisy Ball
Private Representative (5/10 Term) Board Position: Superintendent: Western Regional Jail, Salem, VA Term: July 2022 – July 2027 Daisy Ball, Ph.D., is Associate Professor and Coordinator of the Criminal Justice Program at Roanoke College. At Roanoke, she serves as Director of the Inside-Out Prison Exchange Program, bringing traditional college students (“outsiders”) together for semester-long learning with incarcerated individuals (“insiders”). The program exposes traditional college students to the realities of incarceration, while at the same time exposing inmates to academic content and pro-social interactions with college students. Dr. Ball’s research focuses on 1) race/ethnicity and criminal justice, and 2) networks of support for those re-entering society post-incarceration. Recent publications include several co-edited books, as well as articles in journals including Deviant Behavior, Sociological Spectrum, and SN Social Sciences. |

Board Position: Member At Large Term: July 2023 – July 2028 My name is Rita Joyce. I am a resident of the City of Roanoke. I have always had a passion for giving back to the community of which of live. My giving back started with being a part of the Roanoke Jaycees many years ago. Other community involvement includes youth involvement with the Inner-City Athletic Association. My profession as a loan officer for a Bank also allows me to give back to the community by volunteering to teach financial education classes for non-profit agencies. I currently serve on the TAP Board and President and Founder of grassroots organization FED UP. I advocate for a better community through providing resources to the underserved communities. Having previously served on the Board with VA Cares from September 2011-September 2016 it's an honor to serve with once again this amazing organization. Dr. Henry Eggleston, a native of Franklin County, VA, is a distinguished professional with an extensive background in business administration, human resource management, and ministry. He holds a bachelor’s degree in business administration, a master's degree in human resource management, and a doctorate of ministry.
With a combined total of eight years of experience in the mental health field, Dr. Eggleston has made significant contributions to various organizations. He spent his introductory years in mental health at Childhelp, a residential treatment center for children and adolescents, where he served as the Director of Human Resources and Operations and interim Executive Director. In this role, he was responsible for the operational oversight of facilities in Virginia, Arizona, and Tennessee. Dr. Eggleston also worked for the Commonwealth Center for Children and Adolescents, where he managed the training and human resource departments. His last role in mental health was as the Senior Human Resources Director for the Community Services Board in Culpeper, Virgina (also known as Encompass). In this capacity, he provided direct human resource and training support to the staff.
Currently, Dr. Eggleston serves as the Chief Human Resource Officer for Caf2Code. Outside of his professional responsibilities, he is dedicated to his ministry and enjoys being a traveling gospel musician. He resides in Roanoke with his three children and loving wife of 15 years. His desire in life is to restore hope, revive lives, and lead people by the gospel.

Marcus HodgesLow Income Representative (5/10 Team)
Board Position: Term: July 2025 – July 2030 In April 1992 Marcus M. Hodges started his career in the Virginia Department of Corrections and has worked passionately in various positions to create environments that produce safer communities, and fewer victims while reducing recidivism. These positions include a Rehabilitation Counselor at maximum-security prison, Intensive Probation and Parole Officer, Sr. Probation Officer in Community Correctional facilities (Detention/Diversion programs), Deputy Chief Probation and Parole Officer, and Regional Manager. In 2003 Marcus Hodges joined the National Institute of Corrections on an Interagency Personnel Act (IPA) contract between NIC and the Virginia Department of Corrections. Working as a Correctional Program Specialist with the Community Corrections/Prisons Division, His primary focus was on community corrections in the areas of offenders transitioning from prison to the community, evidence-based practices in corrections, and pretrial services. His responsibilities extend to the prison environment in the areas of promoting a positive correctional culture and working successfully with a multi-generational workforce In 2006 he was promoted to Chief Probation and Parole Officer in District #21 (Fredericksburg, Virginia.) and achieved success in reducing workload/caseload and developing local reentry councils. This collaborative approach assisted offenders in re-entering society. In 2012 he was promoted to Community Corrections Regional Administrator for the Virginia Department of Corrections. In this positions he was responsible for overseeing sixteen (16) Probation and Parole Districts, two (2) Community Corrections facilities, and nine (9) Community Residential programs. While employed with the Virginia Department of Corrections he received the Directors award for Teamwork in 2012 and for Innovation in 2015. In March 2017 he was named Associate Director for Court Services Offender Supervision Agency (CSOSA) in Washington DC. While employed for the Court Services and Offender Supervision Agency in Washington DC he received the Middle Atlantic States Correctional Association award for Innovation in Corrections in 2018 and received the Sam Houston State University Probation Executive of the Year in 2020. In 2024 he was awarded the George Keiser award for Exceptional Leadership from the National Association of Probation Executives. He served as President of the National Association of Probation Executives from 2014-2018 and is currently President-elect of the American Probation and Parole Association. He also assists in facilitating the American Probation and Parole Association Leadership Academy and is co-chair of the Diversity committee. |

Board Position: Term: July 2023 – July 2028 Jennie Amison is currently employed with the Virginia Department of Corrections as an Offender Workforce Development Specialist at Harrisonburg Men’s Detention and Diversion Center in Harrisonburg, Virginia. She has a B.S Degree in Special Education from Norfolk State University and a Master’s Degree in Education Administration from Strayer University. She is a Certified Substance Abuse Counselor, Certified Advance Alcohol and Drug Counselor, Certified Corrections Manager, Certified General Instructor with DCJS, Dialogue Practioner, Trained by the Matrix Institute in Matrix Outpatient Substance Abuse Treatment and a Certified Peer Recovery Coach. She is currently working on a second Masters in Human Resource Management. She enjoys spending time with family and helping others. Board Position: Low Income Term: April 2022 - April 2027 Douglas Taborn, was born and raised in Roanoke, Va. After graduating from William Fleming High School he attended University of Virginia's College at Wise where he received his Bachelor of Science in Business Administration. As a returning citizen, Douglas had dedicated his time mentoring youth that are reintegrating back into the community through programs such as Y.A.L.E. (Youth, Adult, Life, Enhancement) as well as serving as the Athletic Director of Star City Recreation Club. Currently, Douglas is the facilitator of 24 Hour Care Homes that cater to Mental Health Residents by assisting them with life skills that help them reacclimate back into society. |

Term: April 2024 - April 2029 Upon learning of your opening for a board member position, I felt compelled to submit my bio for your review. As an accomplished special education teacher for the last 5 school years and a visionary leader in an Applied Behavior Analysis (ABA) In-Home Program for 6 plus years, community involvement with the systems of care and local education systems and administration experience within the TAPP Early HeadStart Centers and at Rivermont Schools SE. I represented Blue Ridge Behavioral Services on the Family Assistance and Planning Team, and other community-based wrap around program meetings. I worked within the community as a certified STEP Parenting Class instructor for 2 years. In this role I educated men and women in the Western Valley Regional Jail, Trust House, Bethany Hall, community churches and public libraries, Roanoke Rescue Mission, and Teen Parenting for Roanoke City Schools at Forest Park Academy. My expertise lies in overseeing areas such as community partnership building, and standard setting for both students, staff and families obtain academic performance and wrap-around services for a successful outcome. From conceptualizing and establishing forward-thinking plans to collaborating with teachers and administrators to achieve consensus across multiple levels, I excel at directing strategic enhancements to drive goal achievement while communicating openly with collaborative teams, staff, and parents. My organization skills and professionalism can be a key component for your board.
