Board Position: Board Chair Term: Indefinite A native of Roanoke, Virginia, Damon Williams is a graduate of William Fleming High School and earned his Bachelor of Arts degree in Economics from Virginia Military Institute. While a cadet at VMI, Mr. Williams was a stand-out basketball player. Damon and his twin brother, Ramon, are the highest scoring twin duo in NCAA history. Along with his brother, he was inducted into the VMI Sports Hall of Fame in 2001. He remains involved in the game as a NCAA basketball official at the Division I level. Employed by First Citizens Bank for more than sixteen years, Damon now is the bank’s Regional Community Development Officer. In that role, he is responsible for developing and maintaining partnerships with community organizations, businesses, and retail development efforts in the communities the bank serves throughout the Mid-Atlantic Region. He is a member of the Board of Directors of Carilion Medical Center and served as a member of the Carilion Clinic’s Governance Task Force. Mr. Williams is an active citizen in the Roanoke area. He has been the chairman of both the Foundation for the Roanoke Valley and the Economic Development Authority for the City of Roanoke. Damon also has served on the board of the Boys and Girls Club of Southwestern Virginia and was a member of the Community Health Assessment Team for Healthy Roanoke Valley. His involvement with Total Action for Progress includes being a member of its Property Committee and serving on the board of its Business Seed Capital, Inc. Damon has served his alma mater as member of the VMI Keydet Club’s Board of Governors and currently is a Director of the VMI Alumni Association. Mr. Williams has been devoted to giving back to his community, especially its youth. Annually, he and his brother conduct summer basketball camps for both boys and girls in the Roanoke area which are sponsored by their non-profit group, Youth Sports, Inc. In 2001, Damon and brother received the “Key to the City” from Roanoke’s Mayor, Noel C. Taylor, in recognition of their service to the area’s young people. |

He is the Chair of Jefferson College of Health Sciences and also the President of Jefferson College Foundation, Inc. Stephen serves as Chair for Roanoke Counts Economic Development Authorities. He is also the State Chair for Kairos Prison Ministry. Stephen is the Past President for the Local Office On Aging. He is also the President for Regency Towers HOA. Stephen is a Board Member for Foundation for Roanoke Valley and also the Vice President for Foundation for Downtown Roanoke, Inc. Stephen is the Past Chair for Total Action for Progress. |

Private Representative (5/10 Term) Board Position: Superintendent: Western Regional Jail, Salem, VA Term: July 2022 – July 2027 Daisy Ball, Ph.D., is Associate Professor and Coordinator of the Criminal Justice Program at Roanoke College. At Roanoke, she serves as Director of the Inside-Out Prison Exchange Program, bringing traditional college students (“outsiders”) together for semester-long learning with incarcerated individuals (“insiders”). The program exposes traditional college students to the realities of incarceration, while at the same time exposing inmates to academic content and pro-social interactions with college students. Dr. Ball’s research focuses on 1) race/ethnicity and criminal justice, and 2) networks of support for those re-entering society post-incarceration. Recent publications include several co-edited books, as well as articles in journals including Deviant Behavior, Sociological Spectrum, and SN Social Sciences. |

Position: Secretary/Treasurer Term: July 2021 – April 2026 Cheryl Mosley is originally a native of Fort Campbell, Kentucky. She relocated to Roanoke, VA with her family as a young child. Cheryl attended Roanoke City Public Schools and graduated from Patrick Henry High School. She graduates from Virginia Western Community College in 2021 with an Associate of Science in Social Sciences. She is also currently pursuing a Bachelor of Science degree in Interdisciplinary Studies at Norfolk State University. Cheryl has three adult children, Rayshon Cobbs, Jr., Bryce Cobbs and Micah Cobbs. At her core, Cheryl is driven and inspired by her purpose which includes helping others and building community. These qualities are engrained in her work, personal and social life. Cheryl has spent most of her professional career in the non-profit sector. Cheryl is currently the Director of Operations at Feeding Southwest Virginia Community Solutions Center. Cheryl joined the food bank in July 2019. Prior to joining Feeding Southwest Virginia, Cheryl was employed with VA Cares, Inc. as Mentor Coordinator and assisted in the development of the WINGS program for women re-entering the community after incarceration. She served as Director of LIFES Academy (K-12 Private Day School for students with special needs) at STEP, Incorporated in Franklin County for 10 years. While at LIFES Academy, Cheryl was responsible for ensuring the school obtained its full accreditation through VAISEF (Virginia Association of Independent Specialized Education Facilities). Cheryl’s non-profit service also includes Total Action for Progress (TAP). Cheryl is the co-owner of a small business located in Roanoke, VA, Delish! Sweets & Treats that she has co-owned with her daughter for 11 years. Through her business, Cheryl has led instructional sessions and workshops on entrepreneurship and community building. Cheryl also mentors other small business owners through an organization that she developed in 2019 named, Inspired to Create. Cheryl is currently on the Leadership Team of The Hill Church located in NW Roanoke. She has (or currently participates) participated on several committees, EX-OUT; MOTA; Interwoven Equity for the City of Roanoke; FAPT; Regional Food System Partnership; Equity, Diversity, and Inclusion for Ending Hunger; Community of Practice; and Job Training Cohort for the Feeding America National Organization to name a few. She is currently on the board of the Roanoke Cultural Endowment and serves as a development committee officer on the Acts 2 Ministries Board of Directors. Most recently she became a member of the Restoring Hope Roanoke Board of Directors. |

Board Position: Member At Large Term: July 2023 – July 2028 My name is Rita Joyce. I am a resident of the City of Roanoke. I have always had a passion for giving back to the community of which of live. My giving back started with being a part of the Roanoke Jaycees many years ago. Other community involvement includes youth involvement with the Inner-City Athletic Association. My profession as a loan officer for a Bank also allows me to give back to the community by volunteering to teach financial education classes for non-profit agencies. I currently serve on the TAP Board and President and Founder of grassroots organization FED UP. I advocate for a better community through providing resources to the underserved communities. Having previously served on the Board with VA Cares from September 2011-September 2016 it's an honor to serve with once again this amazing organization. Dr. Henry Eggleston, a native of Franklin County, VA, is a distinguished professional with an extensive background in business administration, human resource management, and ministry. He holds a bachelor’s degree in business administration, a master's degree in human resource management, and a doctorate of ministry.
With a combined total of eight years of experience in the mental health field, Dr. Eggleston has made significant contributions to various organizations. He spent his introductory years in mental health at Childhelp, a residential treatment center for children and adolescents, where he served as the Director of Human Resources and Operations and interim Executive Director. In this role, he was responsible for the operational oversight of facilities in Virginia, Arizona, and Tennessee. Dr. Eggleston also worked for the Commonwealth Center for Children and Adolescents, where he managed the training and human resource departments. His last role in mental health was as the Senior Human Resources Director for the Community Services Board in Culpeper, Virgina (also known as Encompass). In this capacity, he provided direct human resource and training support to the staff.
Currently, Dr. Eggleston serves as the Chief Human Resource Officer for Caf2Code. Outside of his professional responsibilities, he is dedicated to his ministry and enjoys being a traveling gospel musician. He resides in Roanoke with his three children and loving wife of 15 years. His desire in life is to restore hope, revive lives, and lead people by the gospel.

Board Position: Low Income Term: July 2023 – July 2028 Jennie Amison is currently employed with the Virginia Department of Corrections as an Offender Workforce Development Specialist at Harrisonburg Men’s Detention and Diversion Center in Harrisonburg, Virginia. She has a B.S Degree in Special Education from Norfolk State University and a Master’s Degree in Education Administration from Strayer University. She is a Certified Substance Abuse Counselor, Certified Advance Alcohol and Drug Counselor, Certified Corrections Manager, Certified General Instructor with DCJS, Dialogue Practioner, Trained by the Matrix Institute in Matrix Outpatient Substance Abuse Treatment and a Certified Peer Recovery Coach. She is currently working on a second Masters in Human Resource Management. She enjoys spending time with family and helping others. Term: April 2024 - April 2029 Upon learning of your opening for a board member position, I felt compelled to submit my bio for your review. As an accomplished special education teacher for the last 5 school years and a visionary leader in an Applied Behavior Analysis (ABA) In-Home Program for 6 plus years, community involvement with the systems of care and local education systems and administration experience within the TAPP Early HeadStart Centers and at Rivermont Schools SE. I represented Blue Ridge Behavioral Services on the Family Assistance and Planning Team, and other community-based wrap around program meetings. I worked within the community as a certified STEP Parenting Class instructor for 2 years. In this role I educated men and women in the Western Valley Regional Jail, Trust House, Bethany Hall, community churches and public libraries, Roanoke Rescue Mission, and Teen Parenting for Roanoke City Schools at Forest Park Academy. My expertise lies in overseeing areas such as community partnership building, and standard setting for both students, staff and families obtain academic performance and wrap-around services for a successful outcome. From conceptualizing and establishing forward-thinking plans to collaborating with teachers and administrators to achieve consensus across multiple levels, I excel at directing strategic enhancements to drive goal achievement while communicating openly with collaborative teams, staff, and parents. My organization skills and professionalism can be a key component for your board.
